Washington, D.C. – The Transportation Security Administration (TSA) has announced a groundbreaking change to its liquid carry-on restrictions, set to take effect in phases starting next year. The policy will allow passengers to bring select liquids in carry-on bags regardless of size, marking the first major relaxation of the 3-1-1 rule since its implementation in 2006.
Why the Change?
The policy shift is made possible by the introduction of state-of-the-art screening technology at TSA checkpoints. Enhanced 3D imaging and advanced threat-detection systems can now accurately identify liquid explosives and other prohibited substances, eliminating the need for strict volume limits.
TSA Administrator David Pekoske noted,
“This is a game-changer for aviation security and passenger convenience. The new technology ensures safety while significantly streamlining the travel experience.”
What Liquids Will Be Allowed?
Under the updated rules, the following liquids may be carried in larger quantities:
- Beverages purchased before arriving at the checkpoint.
- Duty-free liquids in tamper-evident bags.
- Personal care products, such as shampoo and lotion.
- Baby formula and medications, which were already exempt but will face fewer checks.
However, certain items, like flammable or hazardous liquids, will still be restricted regardless of size.
Implementation Timeline
The new policy will roll out in phases, beginning with select major airports in the U.S., including hubs like Atlanta, Chicago O’Hare, and Los Angeles. A nationwide rollout is expected by mid-2025.
Passengers traveling to or from the U.S. on international flights may also see the relaxed restrictions, as TSA works with global aviation partners to align security protocols.
Traveler Reactions
Frequent flyers have welcomed the news, particularly those frustrated by having to decant toiletries or discard beverages at security checkpoints.
“This is long overdue,” said traveler Emily Harper at Reagan National Airport. “I’m thrilled I won’t have to play the guessing game of what fits in a quart-sized bag anymore.”
What’s Next?
While the relaxation marks significant progress, the TSA emphasizes the importance of passenger cooperation during the transition. Flyers are encouraged to stay informed about specific guidelines for their departure airports.
The updated liquid carry-on rules promise to enhance the travel experience without compromising security, a win for both passengers and the aviation industry.
