In a significant policy shift, Starbucks has announced the end of its controversial “open-door” policy, which previously allowed anyone to use its cafes or restrooms without making a purchase. This change marks the company’s effort to improve its cafe experience, better serve paying customers, and address concerns related to homeless individuals and non-paying visitors using Starbucks locations primarily for shelter or bathroom access.

A Shift in Strategy
The new code of conduct, which went into effect Monday, applies to all Starbucks locations across North America. It aims to prioritize paying customers who want to sit, relax, or use the restroom during their visit. This move is part of CEO Brian Niccol’s broader strategy to revitalize the company, boost declining sales, and improve worker relations.

“We believe this is a practical step to help us prioritize our paying customers who want to sit and enjoy our cafes or need to use the restroom during their visit,” a Starbucks spokesperson stated. “By setting clear expectations for behavior and the use of our spaces, we can create a better environment for everyone.”

The new policy will be prominently displayed on store doors, making it clear to all customers that certain behaviors will no longer be tolerated.

Details of the New Rules
As part of this update, Starbucks is implementing several new rules:

  • No panhandling
  • No discrimination
  • No outside alcohol consumption
  • No vaping

Employees will also receive training to ensure the successful implementation of these changes. The company hopes these measures will create a more welcoming and controlled environment for both customers and staff.

Incentives for In-Store Customers
In addition to the policy changes, Starbucks is rolling out an incentive program designed to encourage customers to stay and enjoy their beverages in-store rather than opting for takeout. Starting January 27, all customers—whether they are members of the Starbucks loyalty program or not—will be eligible to receive a free hot or iced coffee refill when served in the company’s ceramic mugs or reusable glasses. Previously, this perk was exclusive to loyalty members.

Addressing Past Controversies
This move comes more than four years after Starbucks faced one of its largest-ever public relations crises. In 2018, two Black men were arrested at a Philadelphia Starbucks for sitting in the cafe without making a purchase, sparking accusations of racial profiling and leading the company to alter its policies. At that time, Starbucks opened its doors to anyone regardless of purchase in an effort to improve its image and foster inclusivity.

However, the company is now reversing that open-door approach, citing the challenges of maintaining a welcoming environment for paying customers while ensuring all individuals are treated respectfully.
