King on job creation: Crack down on illegal immigrants

U.S. Rep. Steve King, R-Kiron, is challenging the president to look at his plan to tackle growing unemployment, which more or less comes down to going after undocumented immigrants.

In an Op-Ed published on his Web site, King said his idea would “level the playing field for law-abiding American employers and employees.” His plan is to “clarify” that wages and benefits paid to undocumented immigrants are not deductible for federal income tax purposes. He would also mandate use of “E-Verify,” an Internet-based system that allows an employer, using information reported on an employee’s Form I-9, to determine the eligibility of that employee to work in the United States. He would grant employers “safe harbor” if they discovered they had inadvertently hired someone illegally.

“President Obama and liberals in Congress continue to promote amnesty while overlooking the impact that illegal workers have on American unemployment,” King said. “Immigration laws protect American citizens, including legal immigrants, from losing jobs to those who have entered our country illegally. We must enforce our immigration laws and allow a sustainable number of legal immigrants into the country each year.”

King said there are 15 million unemployed Americans and 8 million undocumented workers holding “American jobs.” That figure is “mostly true,” according to the Pulitzer Prize winning staff of Politifact. The 8 million workers number is 20 months old, coming from research done when the number of unemployed nationally stood at 5.1 percent. That figure skyrocketed to 10 percent by December 2009. The researcher who did the research cited by King said the unemployment rate for immigrants, without regard to their citizenship status, has gone up faster than that of natives.

    Legalizing the nation’s 12 million illegal immigrants will greatly help American workers and boost the U.S. economy, according to a new report released this week by a prominent Chicano Studies professor at a major public university in California.

    Unlike the existing enforcement-only strategy (referred to as a “vicious cycle”), comprehensive immigration reform will raise the so-called “wage floor” for the entire U.S. economy and benefit both immigrant and native-born workers, the extensive national study found. This will inevitably create a “virtuous cycle” of worker empowerment in which legal status and labor rights exert upward pressure on wages.

    If these preliminary findings sound like a crock—financed with tax dollars, no less—take a look at the entire report (Raising the Floor for American Workers: The Economic Benefits of Comprehensive Immigration Reform) because its comically entertaining argument for immigration reform only gets better. The masterpiece is the fine work of University of California Los Angeles (UCLA) Chicano Studies guru Raul Hinojosa-Ojeda.

    Not surprisingly, immigration advocates nationwide are heavily promoting the study as evidence of illegal immigrants’ positive contributions to American society. After all, the Chicano professor and his researchers found that legalizing undocumented workers will yield $1.5 trillion to the nation’s gross domestic product (GDP), which is a basic measure of a country's overall economic output.

    Over a decade, the study found, this will generate billions in additional tax revenue and consumer spending as well as support hundreds of thousands of jobs. On the other hand, the U.S. would suffer greatly if it deported all illegal immigrants, the Chicano professor assures, because it would reduce the GDP by $2.6 trillion over ten years.

    Besides, America’s current enforcement-only immigration policy is costly, ineffective and counterproductive. It’s actually wasted billions of taxpayer dollars and pushed unauthorized migration further underground, the study found. It points out that even though tens of billions of dollars have been poured into the U.S. Border Patrol, Mexicans somehow find a way to make it north.

    So there you have it. The U.S. should eliminate the Border Patrol and move quickly to legalize millions of undocumented aliens who have violated federal law and inevitably countless local statutes. It’s guaranteed to help lay the foundation for robust, just and widespread economic growth, according to the laughable UCLA report.

    Ever since President Barack Obama made a campaign promise to move forward with comprehensive immigration reform early in his presidency, there has been a series of studies aimed at making the economic case for another amnesty. The newest, a study by the Center for American Progress (CAP), claims that legalizing the 11 million illegal immigrants inside the United States would increase GDP by at least $1.5 trillion over 10 years.

    Touting amnesty as an economic stimulus is weak on several points. First, these studies almost across the board assume that legalized individuals will contribute more than the taxpayer dollars they receive. The Heritage Foundation, however, has found that illegal immigrants take in $32,138 in immediate benefits and services for every $9,686 in taxes they pay out (http://www.heritage.org/Research/Welfare/sr12.cfm). This scenario is likely to worsen as these individuals become eligible for government benefits only permitted to legal residents of the United States. This is largely because immigrants are disproportionately low-skilled (even the CAP report recognizes this fact), and low-skilled workers draw more heavily on government welfare and income maintenance services than higher skilled workers.

    The report, of course, rests on the idea that these individuals, once legalized will quickly learn English, obtain an education, and move about the economy in a way that will make them, and therefore all taxpayers, significantly better off. This economic story, however, involves in a lot of public outlays. First, it assumes that legalization will lead immigrants to obtain more education, thus improving their earning potential and their contributions to overall economic activity. However, publicly supported adult education is expensive and provides limited improvements in earnings. Second, low-skilled workers do help increase the productivity of higher skilled workers, but demand for these workers is limited by the growth of higher skilled employment and lower skilled workers tend to displace other lower skilled workers. In short, the public investment in low-skilled workers is high and their value is dependent on what happens to the growth in higher skilled employment.

    This isn’t to say that immigrants can never make a better life for themselves. And in fact, immigrants do contribute to the economy. But when you subtract the high cost from the likely economic contribution, there is little about this scenario that would be an economic stimulus.

    Another issue that these studies often leave out is that history demonstrates that another amnesty will encourage more people to come here illegally. It happened after the 1986 amnesty. In that instance, 3 million people were legalized on the premise that there would be robust immigration enforcement to stop more people from coming. The U.S. failed to provide this promised enforcement, and millions more came here illegally.

    A better approach would be to make illegal immigration a less attractive choice, concentrating on enforcement while looking for avenues to bring people here legally that are both market based and don’t encourage more illegal immigration. The report tries to downplay a focus on enforcement as ineffective. But when the Bush Administration started enforcing the law at the border and inside the U.S., people started going home.

    10 Principles for Immigration Reform

    1. The purpose of U.S. immigration policy is to benefit the citizens of the United States.

    2. Since immigration policy can profoundly shape a country, it should be set by deliberate actions, not by accident or acquiescence, with careful consideration to ensure that it does not adversely affect the quality of life of American citizens and their communities.

    3. Immigration policy should be based on and adhere to the rule of law. Immigration laws must be enforced consistently and uniformly throughout the United States.

    4. Non-citizens enter the United States as guests and must obey the rules governing their entry. The U.S. government must track the entry, stay, and departure of all visa-holders to ensure that they comply fully with the terms of their visas, or to remove them if they fail to comply.

    5. The borders of the United States must be physically secured at the earliest possible time. An effective barrier to the illegal entry of both aliens and contraband is vital to U.S. security.

    6. Those responsible for facilitating illegal immigration shall be sought, arrested and prosecuted to the full extent of the law and shall forfeit any profits from such activity. This applies to smugglers and traffickers of people, as well as to those involved in the production, procurement, distribution, or use of fraudulent or counterfeit documents.

    7. U.S. employers shall be given a simple and streamlined process (i.e., E-Verify) to determine whether employees are legally eligible to work. Employers who obey the law shall be protected both from liability and from unfair competition by those who violate immigration law. The violators shall be subject to fines and taxes in excess of what they would have paid to employ U.S. citizens and legal residents for the same work.

    8. Those who enter or remain in the United States in violation of the law shall be detained and removed expeditiously. Illegal aliens shall not accrue any benefit, including U.S. citizenship, as a result of their illegal entry or presence in the United States.

    9. No federal, state or local entity shall reward individuals for violating immigration laws by granting public benefits or services, or by issuing or accepting any form of identification, or by providing any other assistance that facilitates unlawful presence or employment in this country. All federal and law enforcement agencies shall cooperate fully with federal immigration authorities, and shall report to such authorities any information they receive indicating that an individual may have violated immigration laws.

    10. Illegal aliens currently in the United States may be afforded a one-time opportunity to leave the United States without penalty and seek permission to reenter legally if they qualify under existing law. Those who do not take advantage of this opportunity will be removed and permanently barred from returning.

    More jobs for citizens and legal workers will become available

    The unemployment rate will go down

    Wages will increase as the economy that was predicated on cheap, illegal labor adjusts

    Schools will become far less crowded, fewer new ones will need to be constructed and taxes to support education will decrease

    Health Cares Services will be more readily available, particularly in hospitals and emergency care facilities

    Costs for law enforcement, prosecution, incarceration, housing and operation of prison care for illegal aliens will be negated

The guarantee was that Obama government had already made successful steps in securing our borders, thus moving us one stride nearer to “Comprehensive Immigration Reform.” Her main objective was to influence these politicians, that by stating, ” Our efforts are achieving their desired results at the border. . . . In short, the security of our southwest border has been transformed.” As proof of this incredulous optimistic pledge, DHS Secretary advised to a decline in the number of illegal aliens apprehended along the border, adding, Apprehensions of illegal aliens at the border have dropped to their lowest levels in decades, signaling reduced traffic flows and fewer attempts to illegally enter the United States.” ROSEMARY JENKS is the Director, Government Relations for NumbersUSA, who visited with Border Patrol Agents in the Tucson Sector in mid-October of 2009 and asked if they believe the official DHS statement that three illegal aliens successfully enter the United States for every one who is apprehended, they laughed. The reality, they said, is that 10 or more get through for every one who is caught. That was two months before Napolitano shared her revelation with the Senate Judiciary Committee.

    So if Rosemary Jenks research is correct, then what she says is astounding, ” Meaning that illegal aliens successfully penetrated our borders more than 5.5 million times in FY 2009. That doesn’t sound much like a “transformation” to me.” she admonished. In DHS Secretary world, however, this transformation explains why she has asked Congress for $11.6 million less in funding for “border security between ports of entry” and for $225.8 million less in funding for “border fencing, infrastructure, and technology” for FY 2011. In other words Janet Napolitano–NOT A FRIEND–of the American Worker, but has become a puppet of the open border extremists. Only the relentless pressure by the voting public on–ALL–spineless politicians by calling the Capitol Switchboard at 202-224-3121. Call your state legislators as well, as all states are heavily overburdened with the illegal immigration invasion, that cost taxpayers billions annually.From all lawmakers we must demand a permanent E-Verify for every business nationwide, to restrict illegal labor. How much longer do we have to school their illegal alien children? How much longer are we going to let them have our jobs? How much longer are we going to allow these illegal aliens to send money out of this Country and bring our Country down? Oh, amnesty will correct all this. WRONG!     This refusal to abide by our Constitution or enforce our Immigration Laws should be classified as Treason of the most foul kind, & as grounds for impeachment & trials for Treason!

    People that start companies like microsoft, dell computer, intel, IBM, Ford
    for some examples are the ones who create jobs and increase the countries
    wealth. An unskilled person produces thousands of dollars of benefit to
    the economy while somebody like Gates contributes millions of dollars
    of benefit. A countries wealth does not come from having a large population
    to feed and house. It comes from people that create technology and profitable
    businesses.

    In Pennsylvania we have 15.4% or 424,000 of our own legal children in poverty. Our governor Fast Eddy Rendell’s little city of Philadelphia gave free child birth delivery to a minimum of 1,800 undocumented women in the twelve short months of 2008. Low est. of illegal’s Statewide are 3.8 million. Over 60 percent of all are high school drop outs. The amount of children who will eligible for (SCHIP) States Children Health Insurance Program is staggering. Minus the undocumented in Pa. there are 1,211,000 legal Pa. citizens without health insurance. In Pa. over half our Catholic Churches and schools have closed for good, and the only ones thriving are the clans of illegal aliens packed into rental properties all throughout the State (which is also very broke & corrupt). If you are an American tax payer, thanks to Liberals needing votes, it is not politically correct to use tax payers’ money to the advantage of the actual tax payer. Our taxes are used to support this poor minority of high school drop out illegal. And the devil bedamned the life long law abiding homeowners living next door to the illegals destroying our property value and neighborhoods.     It's an illusion that (m)any of the 15 million unemployed would get those 8 million jobs, not, if theree's a minimum wage. That's pure populist propaganda. And I doubt the 8 milion while the 15 could well be higher and are set to rise in the near future.

The GDP in 2008 was approx 14 trillion 204 billion dollars. Over a 10 year span this equates to approx 142 trillion dollars. Since it's estimated there are 12 million illegal immirants and 300 million people in the U.S., then Illegal immigrants are approx 3 to 3.5 % of the population. 1.5 trillion dollars is approx 1 % of 142 trillion over a 10 year period. So, we'll have 3 to 3.5 % of the population contributing to 1% of the GDP(not so profitable in itself). Add in costs of social services, education, law enforcement, welfare etc. it's a LOSING proposition. Period. Illegal is illegal. Politicians should be concerned about American citizens, not foreign citizens! Too many foreigners are having an impact on domestic policy. Mexico aids it's citizens to “invade” America. The money coming from Latinos in the U.S.to Mexcio is Mexcio's 2nd biggest source of income. Not racial, just fact!
