    I have been told that precipitation in central Iowa rose 10 percent during the past 30 years and is expected to increase another 10 percent in the next 30 years because of climate change.

    I don't know how precipitation is expected to change in NE Iowa, but it seems like a big mistake for the Corps to assume that because major flood events were rare during the last 100 years they will be rare going forward.
