		<description>I don&#039;t know what kind of health care reform will come out of this session, but I strongly suspect it won&#039;t be much. There is, however a silver lining behind this very dark cloud. I am reminded of the Civil Rights Act of 1957. Don&#039;t be embarrassed if you&#039;ve never heard of it, there really isn&#039;t a hell of a lot to remember about it; a mere pittance, really - a scrap of leftovers tossed out to &quot;American Negros&quot; (in the parlance of the age) in order to appease them. 		<description>This is health reform version 1.0.  Progressives need to stop their pity-party pouting and win more votes in 2010 for version 1.1.  More and better Democrats.  People acting like they&#039;ve been personally betrayed because Obama didn&#039;t try giving Lieberman a snuggy to get his vote for the public option are being silly.  The WH did their best but knew early on that they probably weren&#039;t going to have 60 votes for a robust public option; they practically said as much.&lt;br&gt;&lt;br&gt;As for the 60 votes issue, might I add that the framers never intended to require a super-majority to pass legislation.  The filibuster is a procedural rule that&#039;s come to be abused.  Mr. Smith is a nice old film, not a model for every vote on every stinking issue.  The Reps + Lieberman are pissing on the legislative model envisioned by the framers.</description>
