The update isn't correct: CORE is an organization that was founded a few years ago in the midst of the sexuality debate and was an outgrowth of an organization founded to oppose "Concordat", a full communion agreement with the Episcopal Church.

Membership in CORE is voluntary and only requires a majority vote of a church council; leaving the ELCA involves a different process which involves congregational votes. (This differs based on the pre-ELCA or post-ELCA founding of the congregations.)

Note, Not all of the congregations that have joined Lutheran CORE have, or will vote to leave the ELCA. It is possible to remain in the ELCA and at the same time have a membership in CORE. Currently (11/23/09) several of the nine congregations listed on CORE's site have not even held the first of two required votes to leave the ELCA. As of yet, no ELCA Congregation has completed the process of leaving the ELCA since the August vote.
