		<description>&lt;strong&gt;Very good information round-up&lt;/strong&gt; &lt;p&gt;This is as good a round-up of all the post-session electoral changes as I&#039;ve seen.&#160; Nice work John.&#160; I hadn&#039;t seen the paper trail requirement before and am even more impressed with the work the legislature did this year.&lt;/p&gt;&lt;p&gt;Regarding VOICE, my state rep., Polly Butka, says she thought the VOCE bill was flawed because it was opt-in, not mandatory.&#160; The flaw there is that one candidate could opt into the system and then the opposition could file a canddate close to the registration deadline who would not opt-in, thus allowing unlimited expenditures.&#160; I agree with that fear and think VOICE needs to be mandatory.&#160; If next years&#039; bill is made so, I think it would have a better chance of passing. &lt;/p&gt;</description>
