The U.S. Senate failed to reach the 60-vote threshold Friday on the question of cloture to limit debate on the 2007 Farm Bill.
The vote tally ended up at 55-42, mostly following party lines with Republicans voting against the motion.
The cloture motion was a procedural maneuver by Senate Majority Leader Harry Reid, D-Nev., who had hoped to break a deadlock on the bill.
Republicans in the Senate have been blocking action because they do not want any limits on the number of amendments that may be offered to the bill.
The failure of the Senate to pass the motion is another indication that the bill may not be passed this year. After Congress adjourns today, there will be a two-week holiday recess for Thanksgiving. Senators will return in December with only three working weeks in that month.
